Training on Property Rights Held for Employees of Absheron District Executive Authority

The Institute of Law and Human Rights continues its series of trainings for employees of executive authorities on “Protection of Property Rights and the European Convention.” The primary objective of these training sessions is to enhance knowledge property rights protection and strengthen awareness of national legal mechanisms and the standards of the European Convention.

As part of this series, the Institute's latest training session was held on September 17 for the employees of the Absheron District Executive Authority.

Speaking at the opening of the event, Gulnar Rahimova, Deputy Head of the Absheron District Executive Authority, stated that the statehood policy founded by the National Leader Heydar Aliyev is today being successfully continued by the President of the Republic of Azerbaijan, the victorious Supreme Commander-in-Chief Ilham Aliyev. According to her, state programs, action plans, and strategic documents approved by President Ilham Aliyev have facilitated the implementation of consistent measures aimed at strengthening the protection of human rights and freedoms, ensuring the rule of law, increasing transparency, as well as developing civil society institutions, and expanding legal awareness. At the same time, a solid legislative framework has been established for the protection of human rights in the country, and obligations arising particularly from international conventions are consistently fulfilled. Concluding her remarks, Rahimova noted that such training sessions are highly significant in terms of increasing and improving the legal knowledge and skills of the employees.

Mahammad Guluzade, Chairman of the Board of the Institute, stated that conducting training to employees of executive authorities on the protection of property rights is crucial for understanding this right is regulated under both national legislation and international law, as well as for strengthening a human rights-based approach in the activities of state institutions.

As part of the training, Hamlet Babayev, Head of the Institute's Human Rights Training and Expertise Department, and trainer-expert Heydar Hasan oglu Aliyev delivered presentations. The presentations highlighted the importance of property rights as one of the fundamental human rights, the legal guarantees and means of protection provided under national legislation, particularly Article 29 of the Constitution of the Republic of Azerbaijan. Furthermore, the protection of property rights within the framework of the European Convention and the legal approaches developed by the European Court of Human Rights in this field were brought to attention using practical examples.

During the practical part of the training, hypothetical cases were discussed. Participants analyzed various legal scenarios and exchanged views on national and international legal mechanisms related to the topic. At the end, participants were presented with certificates.
