A training session was held for inspectors and investigators at the General Police Department of Ganja

On June 6, trainers-experts of the Institute of Law and Human Rights conducted a training for the investigators and inspectors of the Investigation and Interrogation Body of the Head Police Department of Ganja City of the Ministry of Internal Affairs of the Republic of Azerbaijan.

The training covered the topics of application of the provisions on the "right to liberty and security" enshrined in Article 5 of the European Convention on Human Rights.

The investigator of the Head Investigation and Inspection Department of the Ministry of Internal Affairs, Police Captain, Vugar Amirov made an opening speech and highly appreciated the initiatives of the Institute related to these trainings, and also stressed that the governmental entity represented by him would be always open to cooperation.

Uzeyir Mammadov, the deputy chairman of the Institute's Board of Directors, gave information about the Institute's activities and emphasized the contribution of the upcoming trainings to the work of investigators and inspectors.

Khagani Guliyev, the chief lawyer of the Secretariat of the Council of Europe, who joined the training online from Strasbourg, explained the essence, main principles, and main criteria of Article 5 of the European Convention on Human Rights. He talked about the concept of "lawfulness", restriction of the right to liberty and security and delivered a speech about the most recognized violations in the decisions issued by the European Court in Article 5 and answered the questions of the participants.

Vafaddin Ibayev, a legal expert of the Institute, gave a speech on such topic as "Azerbaijani justice in the 20-year perspective of the European Court of Human Rights. Restriction of the right to liberty and security". He also presented the statistics of the recognition of violations under Article 5 in the decisions of the European Court of Human Rights regarding Azerbaijan and the main characteristics of positive and negative obligations. V.Ibayev emphasized the importance of amendments in legislation and judicial practice in ensuring the right to liberty, current issues  in practice, recommendations associated with their solution, amendments in legislation proposals and the detected violations of the right to liberty and security.

At the end of the training, the cases on Article 5 "Petition for the selection of pretrial detention on the suspect" and "Extending the period of detention" were discussed in the form of group work and a wide exchange of opinions on the mentioned topics took place.

22 police officers were presented with certificates for taking part in the training on the subject of "Right to liberty and security" stipulated in Article 5 of the European Convention on Human Rights.
