The monitoring report on legal journals has been prepared

The Institute of Law and Human Rights organized a round table discussion with the objective of creating a unified electronic search database of scientific legal journals for scholarly journals published in the field of law, whilst also augmenting research capabilities in designated legal domains, including human rights, and consolidating legal publications into a singular database.

At the gathering held on May 3rd at the Institute, founders and editorial boards of 20 legal journals, legal scholars from miscellaneous educational institutions, and representatives from pertinent governmental bodies deliberated on the subject matter. Noteworthy proposals were advanced concerning the establishment of an electronic search database.

Chairman of the Board of the Institute Mahammad Guluzade noted that in order to study the current situation of legal journals, the Institute conducted an online survey among 109 lawyers and 13 legal journals and prepared a monitoring report.

The findings revealed a keen interest amongst legal professionals in contributing articles to legal journals published in Azerbaijan. Additionally, it was observed that a considerable number of legal journals lack an electronic format, exhibit subpar quality in their articles, and are underrepresented in international rankings. In response to these challenges, the Institute, in collaboration with the Office of the United Nations High Commissioner for Human Rights (OHCHR), has reached an agreement to establish a unified electronic search database of legal journals.

Afterwards, Professor Amir Aliyev, Rector of the Academy of the Bar Association, addressed the round table participants, remarking that the present state of journals publishing legal articles is deemed to be non-satisfactory. He underscored the significance of integrating legal journals into an international database to bolster their credibility. The professor expressed full endorsement for all initiatives pursued by the Institute in this regard, affirming that the Academy of the Bar Association stands prepared to extend requisite assistance in resolving extant challenges.

During the discussions proposals were made to reward for published articles, to apply international experience in the preparation of scientific articles, to conduct relevant training for young lawyers in this area, to create accounts for some journals on social networks, to adapt articles sent to journals to generally accepted standards.

Academician Govhar Bakhshaliyeva, Vice-President of Azerbaijan National Academy of Sciences (ANAS), Mrs. Aynur Sabitova, Head of the Human Rights and Communications Department of the Ministry of Justice, Mr. Elshan Mamedli, Head of the Department of the Higher Attestation Commission under the President of the Republic of Azerbaijan,(Supreme Attestation Commission Under the President of the Republic of Azerbaijan) Mr. Talib Jafarov, Deputy Head of the Scientific and Educational Center of the General Prosecutor's Office, and other attendees expressed their valuable thoughts during the event.
