Investigators and inspectors of Guba and Khachmaz Police Departments participated in the training conducted by the Institute.

On May 16, expert-trainers of the Institute conducted trainings for investigators and inspectors of Guba and Khachmaz Police Departments of the Ministry of Internal Affairs of the Republic of Azerbaijan.

The training covered the application of the provisions on the “Right to freedom and security” enshrined in Article 5 of the European Convention on Human Rights.

The investigator of the Chief Investigation and Inspection Department of the Ministry of Internal Affairs, Police Captain, Vugar Amirov made an opening speech and highly appreciated the initiatives of the Institut related to these trainings, and also stressed that the governmental entity represented by him would be always open to cooperation.

Deputy Chairman of the Board of the Institute, Natavan Rustamova made a presentation on “Article 5 of the European Convention on Human Rights and Duties of the State. Restriction of the right to liberty and security, the most recognized violations in the resolutions made against Azerbaijan under Article 5”.

The presentation reflected the basic principles of Article 5 and the main criteria applied, the essence of the concept of “legality”, the main features of positive and negative obligations, as well as statistics on the recognition of violations under Article 5 in the resolutions of the ECHR regarding Azerbaijan.

Legal expert of the Institute, Vafaddin Ibayev spoke on the topic “Principles of justice in Azerbaijan under the 20-years view of the European Court of Human Rights. Restriction of the right to liberty and security”. Such topics as the significance of changes in legislation and judicial practice in ensuring the right to freedom, the problems existing in practice, recommendations on their solution, proposals on amendments in legislation, revealed violations related to the right to liberty and security were addressed in the speech of V.Ibayev.

At the end of the training, the participants held a wide exchange of views on the proposed topics and also made an evaluation of the training. 28 police officers were awarded certificates for their participation in the trainings.
