As part of the series of training sessions on” Protection of Property Rights and the European Convention” organized by the Institute of Law and Human Rights, a further session was held on September 29 for employees of the Sumgayit City Executive Authority.

At the opening of the event, Teymur Samadov, First Deputy Head of the Sumgayit City Executive Authority, and Laiga Hidayatova, Head of Legal and Personnel Affairs Sector, stated that a thorough understanding of the requirements of the relevant legislation and their proper application in official duties are essential to improving operational efficiency, ensuring that legal procedures are properly followed, and preventing potential risks. They further emphasized the importance of continuous legal education and for employees and regularly updating their knowledge of changes in legislation.

Hamlet Babayev, Head of Department at the Institute, and Heydar Hasan oghlu Aliyev, expert-trainer, delivered presentations during the training. They examined the European Court of Human Rights’ approach to property rights, the fundamental principles of property protection under the European Convention on Human Rights, and the legal principles established in the Court’s case law. Drawing on practical examples, they explained the circumstances in which restrictions on property rights may be justified and how a fair balance should be ensured in cases of State interference.

The training also covered property law, obligation law, and other legal remedies provided under national legislation for the protection of property owners’ rights. The event concluded with answers to participants’ questions and discussions on the topic.
