The Committee of Ministers of the Council of Europe on February 12, 2020 supported the “new strategic action plan”, which will be presented by the Commission on Bioethics on Biomedical Technologies and Human Rights for 5 years. In this regard, Said Musaev, a researcher at the Comparative Analysis of Law Branches department of our Institute, notes in his information based on the organization’s official statement that special attention is paid to this plan of action designed to protect human dignity, human rights and individual freedoms associated with using biology and medicine, is given to solving the fundamental problems of technological development and biomedical practice.
The new action plan covers 3 main areas:

1) Technology management: the goal is to integrate human rights in the development of biomedical technologies and promote public dialogue for greater transparency in the biomedical field;
2) Justice in the field of medical care: draft recommendations will be developed on innovative treatment and equal access to appropriate technologies; as a guide to health education for older people;
3) Physical and mental usefulness.
The new plan of action envisages the development of well-prepared guidelines for increasing the participation of children with physical and mental disabilities in decision-making; workshop on relevant legislation and best practices for early intervention for same-sex (unisex) children; it is planned to develop a legal framework to protect the rights and dignity of persons with intellectual disabilities from forced placement and forced treatment, and to develop a set of best practices to promote voluntary mental health measures.
