The roundtable on "Constitution and Human Rights" and dedicated to December 10 - International Human Rights Day was held in the Institute

On December 10, the “Center for Legal Examination and Legislative Initiatives”, a public legal entity (hereinafter “the Center”), jointly with the "Institute of Law and Human Rights", a public legal entity (hereinafter “the Institute”), organized a roundtable discussion on the topic “Constitution and Human Rights" dedicated to International Human Rights Day.

Executive Director of the Center, Mr. Samir Mahmudov, remarked on the importance of the meeting for conducting scientific and legal discussions as well as for presenting new publications to the public. Four new publications, prepared by the Center and the Institute and unveiled at the event, became accessible to a broader audience. It was also observed that these publications designed to support legal education, further refining the rulemaking process in Azerbaijan, and contribute to the advancement of legal science.

Chairman of the Board of the Institute, Mr. Mahammad Guluzade, addressed the efforts undertaken within the context of the “Year of Constitution and Sovereignty “and the projects implemented and publications prepared during this year hold significant importance for better understanding of our laws, fostering the development of legal thought, and the protection of human rights. At the same time, Mr. Guluzade noted that these books are a valuable resource for both academic and legal practitioners. The speech emphasized the significance and function of legal education and initiatives in the evolution of legal culture.

At the event, Sahil Jafarov, the senior advisor of the Department of Legislation and Legal Policy of the Presidential Administration of the Republic of Azerbaijan, spoke about the manual “Development of Normative Acts,” prepared by the Center, and noted that this manual is an important and practically significant source that presents a unified methodological approach in the process of preparing normative legal acts and systematizes legal techniques and structural standards.

Mr. Nurani Rustamli, the head of the Legislative Initiatives and Monitoring Department of the Center, delivered an extensive presentation on the scientific and practical interpretation of the Law of the Republic of Azerbaijan “On Public Legal Entities”. It was noted that this publication is a valuable research manual both in theoretical and practical terms of application of legislation, allowing for a deeper understanding of the legal status and principles of functioning of public legal entities.

Deputy Chairman of the Board of the Institute, Mr. Vafaddin Ibayev, talking about the book “The Victorious Path to Sovereignty: Implemented Ideas, Legal Foundations, Political Parallels” highlighted that the work systematically analyzes the legal and political foundations of sovereignty in the context of modern statehood and makes a significant contribution to the development of statehood ideas. It was reported that the book was presented at several state agencies and higher education institutions and generated great interest in the topic of sovereignty among readers.

Deputy Chairman, Mrs. Natavan Rustamova introduced the “Dictionary of Legal Terms” which includes definitions of over 3,600 terms related to various areas of law, including terms used in national legislation, ancient legal concepts, and international terms. She added that this dictionary is not only a valuable reference source for lawyers but also an important contribution to the development of legal scholarships.

During the discussion following the presentation, representatives of various state institutions, the Bar Association and academic organizations shared perspectives on the importance of the newly released publications for the legal community. A total of 33 people attended the event.
