Three New Publications on International Law and Criminal Procedure Law Officially Presented to the Public

On November 21, the Institute of Law and Human Rights, a public legal entity (hereinafter ‘the Institute’) hosted a presentation ceremony to introduce three newly published works by Dr. Matanat Asgarova, Doctor of Law and Head of the Department of Criminal Procedure, Criminalistics and Forensic Examination at the Justice Academy of the Ministry of Justice of the Republic of Azerbaijan. During the event, the following volumes were presented to a broad audience: International Law (General Part) (“Beynəlxalq hüquq”, Ümumi hissə), Criminal Procedure Law (Vol. I General Part) («Уголовно-процессуальное право», I том, Общая часть), and Criminal Procedure Law (Vol. II, Special Part) («Уголовно-процессуальное право», II том, Особенная часть).

In his opening address, Mr. Mahammad Guluzade, Chairperson of the Institute’s Board, highlighted the Institute’s ongoing educational and digital initiatives. He spoke about the success of the Law and Human Rights Virtual Library, which expands access to the research of legal scholars, the establishment of author profiles on the Google Scholar platform and the advancement of an electronic database of legal academic journals. Noting the importance of the newly presented publications for the professional legal community, he emphasized their anticipated contribution to the development of academic research and the enrichment of legal education.

Ms. Kamala Pashayeva, Deputy Executive Director of the Center for Legal Examination and Legislative Initiatives, also delivered expressing high appreciation for the author’s academic contributions. She spoke about the structure and thematic scope of the publications, their treatment of pressing legal issues, and their prospective applicability in legal practice.

Expressing her gratitude to the Institute’s leadership for their support in facilitating the event, the author addressed the challenges faced during the preparation of the books. She noted that the Criminal Procedure Law volumes devote particular attention to special proceedings, an area insufficiently explored in the national legal literature, as well as to matters pertaining to exemptions from criminal liability and punishment. She further highlighted that the General Part of International Law also encompasses chapters on the law of responsibility and Islamic law.

In his remarks, Mr. Vafaddin Ibayev, Deputy Chair of the Institute’s Board, stated that the publications offer a systematic and comprehensive examination of both foundational legal concepts and issues of practical significance. He stressed the importance of having International Law available in the Azerbaijani language and expressed confidence that the newly presented works would serve as authoritative academic resources for university faculty, students, and legal practitioners.

Distinguished jurists, scholars, and professors in attendance likewise highly commended the author’s scholarly contributions. They emphasized that the publications meet the current requirements of contemporary legal science, demonstrate a high standard of academic and theoretical excellence, and are well positioned to make a meaningful contribution to the ongoing advancement of legal scholarship.
