On December 27, 2024, the Institute of Law and Human Rights (Institute), in collaboration with the Ministry of Internal Affairs (MIA), organized a training session at the Binagadi District Police Department.

The training session, dedicated to Article 5 of the European Convention on Human Rights (ECHR), which protects the right to liberty and personal security, was designed to enhance the professional competencies of investigators and inquiry officers, support their personal and professional growth, and expand their legal understanding.

In his opening remarks, Lieutenant colonel Sabuhi Gasimov, Senior Investigator for Special Cases at the Main Investigation and Inquiry Department of the MIA, emphasized the importance of ensuring that arrest decisions comply with international and national legal norms and highlighted the importance of the right to personal security and liberty. S. Gasimov also noted that law enforcement agencies must not only protect this right, but also adhere to ethical principles.

During the training session, the role of the right to liberty and personal security within the framework of international law and domestic legislation was explained in detail to the participants.

Additionally, Mrs.Vusala Muradkhanli, Head of Department at the Institute along with expert trainers Hamlet Babayev and Heydar Hasan oghlu Aliyev, drew attention to the most common violations in decisions issued against Azerbaijan, referencing relevant examples from the 20-year experience of the European Court of Human Rights.

At the end of the training session, participants presented their group work and case studies, and proposals were made related to the article. At the conclusion of the program, certificates were awarded to 22 police officers.

It should be noted that during 2023-2024 the Institute conducted educational training on Article 5 of the ECHR for a total of 295 police officers of MIA in 14 regions and cities of the Republic.
