Training Session Held for Interior and Health Ministry Personnel

On October 23, the Institute of Law and Human Rights, a public legal entity (hereinafter, the ‘Institute’) organized a training session entitled ‘Ensuring the Rights and Freedoms of Persons Confined in Places of Detention’. The event brought together 24 officials representing the Main Public Security Department of the Ministry of Internal Affairs, as well as the Republican Psychiatric Hospital and the Republican Narcology Center under the Ministry of Health.

Opening the event, Mr. Mahammad Guluzade, Chairperson of the Institute’s Board, provided an overview of the Institute’s ongoing initiatives in the areas of human rights promotion and legal education. He emphasized that such capacity-building activities contribute to strengthening the professional competence of government personnel.

The training session addressed the legal guarantees applicable to persons confined in custodial settings within both international and national frameworks. Sessions examined the United Nations Standard Minimum Rules for the Treatment of Prisoners (Nelson Mandela Rules), Council of Europe standards on the prevention of torture, and relevant jurisprudence of the European Court of Human Rights.

Additionally, the practical module covered issues pertaining to ethical conduct, the provision of medical services, gender- and child-sensitive approaches, and the conditions of detention.

Each participant received the Institute’s recently disseminated scientific and practical commentary on the Law of the Republic of Azerbaijan ‘On Ensuring the Rights and Freedoms of Persons Confined in Places of Detention’, which provides a detailed analysis of the the said law and associated legal provisions.

The training session proceeded in an interactive format, fostering an exchange of perspectives and practical experience among attendees. Following its conclusion, certificates of completion were presented to all participants.
