Further developing institute of advocacy in azerbaijan and improved ability to appeal to the court

On 16-17 November, 2011 the Institute for Human Rights of ANAS jointly with the OSCE Office for Democratic Institutions and Human Rights conducted the international conference on "Further developing Institute of Advocacy in Azerbaijan and improved ability to appeal to the court".

 

Milli Majlis deputy, Director of the Institute for Human Rights of ANAS, PhD in law Ayten Mustafayeva, Senior Adviser of the Department for Co-ordination of Law Enforcement Agencies of the Administration of the President of the Azerbaijan Republic Otari Gvaladze, Deputy Minister of Justice Togrul Musayev, Head of OSCE Office in Baku, Ambassador Koray Targay, Head of the Democratization Department at the OSCE Office for Democratic Institutions and Human Rights Thomas Vennen made speeches at the opening of the conference.
At the first session of the conference Chairman of the Azerbaijan Republic Bar Association (Collegium of Advocates) Azer Tagiyev; Chairman of the Center of legal reforms in Azerbaijan, member of National Bar Association, lawyer Anar Baghirov; OSCE expert, Head of the Secretariat of the International Criminal Tribunal Martin Petrov made the presentations on "Bar association as the main subject providing high-level legal aid organization". Head of the Office’s Rule of Law Unit of OSCE Baku Office Monica Martinez chaired this session.
At the second session of the first day the issue of admission to the bar, which is part of the legal reforms ongoing in the country, was discussed, along with the issues related to initial and prolonged studying. Chairman of the Azerbaijan Republic Bar Association Azer Tagiyev, Deputy Chief of Organizational-Supervision Department at the Azerbaijan Ministry of Justice Subhi Kazimov, OSCE expert, professor of law at the University of Birmingham, UK Julian Lonbay made speeches. Deputy Director of the Institute for Human Rights of ANAS, pofessor Vugar Mamedov chaired this session.
Senior Adviser of the Department for Co-ordination of Law Enforcement Agencies of the Administration of the President of the Azerbaijan Republic Otari Gvaladze and Head of the Democratization Department at the OSCE Office for Democratic Institutions and Human Rights Thomas Vennen summed up the first day of the conference.
On November 17, the second day of the conference, according to the recommendations made, a training seminar for lawyers was conducted. On this day there were held the sessions "Role of lawyers in securing a fair trial" and "Strengthening the professionalism of lawyers and support the legal profession through education". Head of Department of Milli Majlis, chairman of the Committee for Prevention of Torture of the Council of Europe, Doctor of Law, Professor Latif Houseynov, OSCE expert Martin Petrov and Professor Julian Lonbay spoke on these topics. There was also a broad interactive discussion.
As well as foreign experts, representatives of the OSCE and other international organizations, deputies of Milli Majlis, representatives of the Azerbaijan Republic Presidential Administration, the Ministry of Justice, the Supreme Court, the General Prosecutor’s Office, the Bar Association, Baku State University and mass media attended the two-day conference.
