On April 24, the Institute of Law and Human Rights held an event dedicated to the 70th anniversaries of two distinguished members of its Expert Council who have made significant contributions to the development of legal science: Professor Rustam Mammadov, LLD, Professor, Head of the Department of Public International Law at the Faculty of Law of Baku State University, and Professor Kamil Salimov, LLD, Professor, Head of the Department of Criminalistics and Forensic Examination at the same faculty.

At the event, prominent legal scholars warmly congratulated the honorees and highly praised their extensive academic, pedagogical, and professional contributions.

During the artistic segment of the event, a video presentation highlighting the professors’ academic careers was screened. In addition, a congratulatory video message from Gunduz Karimov, Head of the Department of Legislation and Legal Policy of the Administration of the President of the Republic of Azerbaijan, was presented  

It should be noted that Professor Rustam Mammadov’s academic output includes 35 textbooks and monographs, as well as more than 200 scholarly articles published in multiple languages and in various countries, which clearly attests to his recognition in the international academic community. He has also supervised the training of 56 highly qualified specialists in the field of international law. Professor Kamil Salimov, in turn, is the author of 101 scholarly articles, two monographs, four books, and one patent, and has played a significant role in advancing both the theoretical and practical aspects of criminalistics and forensic examination. The scholarly legacy of both professors is of particular importance in shaping a fundamental and practice-oriented knowledge base that addresses the contemporary challenges of legal science.   

The H-index (Hirsch index) indicators of both honorees’ scholarly works place them among the top 10 legal scholars in the country; their articles are also ranked among the 10 most cited scholarly articles in the field.

The event was attended by representatives of the Center for Legal Expertise and Legislative Initiatives, the Judicial-Legal Council, the Constitutional Court, the Bar Association, the State Tax Service, and the Mediation Council, as well as faculty members of several higher education institutions and legal scholars.
