On March 4th, a new appointment was made to the position of Vice Chairman of the Board of the Institute of Law and Human Rights.

Mr. Mahammad Guluzade, Chairman of the Board, extended his congratulations to Mr. Vafaddin Alam oghlu Ibaev, Doctor of Philosophy in Law, on his appointment as Vice Chairman and introduced him to the Institute's staff.

It is noteworthy that Mr. Vafaddin Ibayev graduated from the Faculty of Law of Azerbaijan State University with a distinction diploma in 1983. Later from 1983 to 1998, he served in the capacities of investigator and chief investigator within the district police departments of the Ministry of Internal Affairs of the Republic of Azerbaijan.

Between 1998 and 2000, he held the position of Head of the Department of International Law Issues at the Constitutional Court of the Republic of Azerbaijan, and until January 2022, he served as a Judge at both the Baku Court of Appeals and the Supreme Court.

He is the author of 25 books and more than 100 scientific articles on international law and human rights, including such books as “International Humanitarian Law”, “International Civil Procedure”, “Torture is Prohibited”.
