The İnstitute organised training for the employees of  the Executive Power of  Surakhani District

On June 6, trainers-experts of the Institute held training for the employees of  the Executive Power of the Surakhani district of Baku city. The training covered the topics of “Dealing with citizens' appeals”, “State Service and Corruption”, “Using social media responsibly” and “Perspectives of cooperation of local executive authorities with NGOs”.

Deputy head of the Surakhani District Executive Authority, Konul Akhundova, welcomed the guests and said that the trainings organized by the Institute are of big importance for the employees of state institutions.

Ilgar Aghasiyev, head of the department of Communications and International Relations of the Institute gave detailed information about the main goals and duties of the Institute, directions of activity and future training activities. He also talked about trainings organized in various regional executive authorities of Baku, in several Police Departments under the Ministry of Internal Affairs, and various penal institutions of the Penitentiary Service of the Ministry of Justice.

Head of the Legal Studies Department of the Institute,  Araz Abdullasoy delivered  a speech on the topic of “Dealing with  Citizens' Appeals” and spoke about and the importance of Article 10.1-1 of the Law of the Republic of Azerbaijan “On Social Services”, the clauses stipulated in “National Action Plan for the Promotion of Open Government for 2020-2022” and  Articles 6, 13 and 34 of the European Convention on Human Rights.

At the same time, he gave a broad explanation to the essence of citizens' appeals to the Online Public Control Platform and the clauses of Articles 50, 57, 65 and 96 of the Constitution of the Republic of Azerbaijan.

Head of the Human Rights Training and Expertise Department of the Institute, Vusala Muradkhanli, made a presentation on topics as “Using social media responsibly” and “Perspectives of cooperation of local executive authorities with NGOs”. The trainer touched upon the rights of a person to use the social network platform and the subjection to the internet rules when using the right to obtain information. She also emphasized the role of NGOs in ensuring public control and conveying the truths of Azerbaijan to the international community.

Trainer Nazrin Aliyeva made a presentation on the topic “Civil service and corruption” and informed about cases of subjects of corruption-related offenses, officials obtaining privileges or concessions illegally by using the opportunities arising from their status, the status of the body they represent, and their official powers. She also analyzed the issues of regulation of these problems in the national and international legislation, drawing attention to the statistics of dismissed and arrested officials.

During the discussions, the questions of the employees of the executive power were answered by the Institute’s representatives. The participants had an exchange of a wide range of ideas on the presented topics and filled out a survey form for the evaluation of the training.

At the end, certificates were presented to 28 employees of the executive power.
