The Institute hosted trainings on Articles 3, 5 and 6 of the European Convention on Human Rights  

On May 3-5 the Institute held trainings on Articles 3, 5 and 6 of the European Convention on Human Rights (ECHR). 

The trainings were organized jointly by the Center for Legal Examination and Legislative Initiatives (Center), the Institute of Law and Human Rights (Institute), the Bar Association of the Republic of Azerbaijan and the Council of Europe as a part of a project to support strengthening of the implementation of the European Court's decisions by Azerbaijan.

Executive Director of the Center for Legal Examination and Legislative Initiatives, Samir Mahmudov welcomed the guests and participants of the training, noting that he was glad to see the Head of the Baku Office of the Council of Europe, Petr Zikh at the Institute. He also informed participants about the tasks assigned to the Center and the Institute in the field of ensuring human rights, and stated the importance of conducting such trainings for the effective implementation of the tasks set.

Chairman of the Board of the Institute, Mahammad Guluzade presented general information to the training participants about the activities of the Institute and the upcoming tasks, as well as emphasized the importance of the work to be implemented in order to eliminate the problems in the field of human rights and to strengthen the implementation of the decisions of the European Court by Azerbaijan.

Director of the Legal Aid and Training Center of the Bar Association and Deputy Chairman of the Bar Association, Shahmar Mammadov noted that the introduction of the HELP Program was held not only for Azerbaijani judges, but also for lawyers. He informed participants about the activities of the Bar Association in recent years in the field of human rights protection and the activities of the Center for Legal Aid and Training in this area as well.

The trainings included 14 sessions and were presented by international consultant Ivana Roagna and national consultant Gunel Sevdimaliyeva.

During 3-days training, participants were given detailed information on topics “Azerbaijan and ECHR”, “Convention system: principles of interpretation. A gender-based approach to the ECHR”, “Introduction to andragogy and the principles of adult education”, “Information about articles 3,5 and 6 of the ECHR”, “Case law on Article 3 concerning Azerbaijan”, “The CE HELP training  platform” and “Obligations for justification by the court on ECHR”. 

Moderators Ivana Roagna and Gunel Sevdimaliyeva worked with the trainers on practical cases and tests related to the 3rd and 6th Articles of the ECHR. Moderators also gave participants detailed explanations to the main issues on the agenda and commented on the methodology of the training.

The training was attended by 27 participants in total. They were representatives of the Baku Office of the Council of Europe, lawyers of the Bar Association of the Republic of Azerbaijan, employees of the Constitutional Court of the Republic of Azerbaijan, staff members of the Center and the Institute.
