Chairperson of the Institute Board Delivers Address at Scientific and Practical Conference

The recognition of the right of access to digital services as an independent human right represents a matter of particular importance, serving as a natural continuation of the notable achievements attained in the field of digitalization in the Republic of Azerbaijan, including ASAN Service, DOST Service, and other citizen-focused initiatives. This was stated by Mr. Mahammad Guluzade, Chairperson of the Institute’s Board, at a scientific and practical conference held on December 19 at the Police Academy of the Ministry of Internal Affairs of the Republic of Azerbaijan, held in observance of the 77th anniversary of the adoption of the Universal Declaration of Human Rights.

The conference took place under the theme “Current Challenges in Ensuring Human Rights in the Modern Era,” during which the Head of the Institute delivered a speech. In his statement, Mr. Guluzade highlighted the necessity of recognizing the right of digital services as an independent human right, drawing attention to the growing impact of artificial intelligence, e-government systems, and other technological innovations on human life. He noted that the access to digital services enabling from the use of such technologies carries universal value and is steadily becoming an integral component of the modern human rights system. From this perspective, the establishment and implementation of an appropriate system would, in future, help ensure transparent and uninterrupted access to digital services for citizens, but also support the modernization of human rights protection mechanisms in line with contemporary standards. The Chairperson also referred to the legal foundations within the United Nations and the European Union and noted that these issues are examined in greater detail in the article ”Right of Access to Digital Services as a New Human Right,” co-authored with the Executive Director of the Center for Legal Examination and Legislative Initiatives and published in Denmark.
