The Institute conducted training for employees of the Executive Power of Sabail District

On May 26, 2023, experts-trainers of the Institute conducted training for employees of the Executive Power of Sabail district of Baku. The training covered the topics Consideration of applications of citizens”, Public service and corruption, “Responsibility in social media” and “Prospects for cooperation of local executive authorities with NGOs,”.

In the opening speech of the Training, Deputy Head of Sabail District Executive Power, Kamala Hashimova welcomed the guests and said that the trainings organized by the Institute are very important and constitute a high priority for the employees of the state institutions.

Head of Press and International Relations Department of the Institute, Ilgar Agasiyev in his speech spoke about the Institute and gave detailed information about trainings envisaged in the future, at the same time, about the multiple trainings organized in various district executive authorities of Baku city, in a number of police departments and divisions subordinate to the Ministry of Internal Affairs, in various penal institutions of the Penitentiary Service of the Ministry of Justice.

Speaking on ”Consideration of applications of citizens“, expert-trainer Araz Abdullasoy spoke about Article 10.1-1 of the Law of the Republic of Azerbaijan “On social service”, the importance of points envisaged in the “National Action Plan for the promotion of Open Government for 2020-2022”, Articles 6, 13 and 34 of the European Convention on Human Rights (ECHR). At the same time, A.Abdullasoy explained in detail the essence of citizens' appeals to the Online Public Oversight Platform and articles 50, 57, 65 and 96 of the Constitution of the Republic of Azerbaijan.

Expert-trainer of the Institute, Vusala Muradkhanli made a presentation on the topics “Responsibility in social media” and “Prospects for cooperation of local executive authorities with NGOs,”. The trainer touched upon the issues of the person's right to use the social networking platform and complying with the Internet rules when exercising of the right to access information and the role of NGOs in ensuring public control and conveying the Azerbaijani realities to the international community.

Speaking on the topic “Civil Service and corruption”, trainer Nazrin Aliyeva informed about subjects of corruption-related offenses, cases of illegal obtaining of perks or benefits by officials using their status, status of the body they represent, opportunities arising from their official powers. She also analyzed the issues of regulation of these problems in national and international legislation, bringing to attention the statistics of dismissed and arrested officials.

During the discussions, the questions of the employees of the executive power were answered, an extensive exchange of views on topics was held as well as the questionnaire form for the assessment of the training was filled out by the participants.

At the end, the employees of the executive power who participated in the training were awarded with certificates.
