Protection of constitutional rights and human freedoms in the republic is a priority for the government. The President of the Azerbaijan Republic Ilham Aliyev on December 27, 2011 approved the National Action Program to improve the rationalization of ensuring human rights and freedoms in the country.

In this regard, on May 2 in the "Europe" hotel the conference was held dedicated to May 5 - Disabled Rights Protection Day on "Legal Status of Persons with Disabilities: problems and responsibilities on the agenda". The conference was conducted by the Institute for Human Rights of ANAS jointly with the Commissioner for Human Rights of the Azerbaijan Republic (Ombudsman), Union of disabled people organizations of the Republic of Azerbaijan, US Agency for International Development (USAID) and ABA CEELI.
