The Presentation of New Scientific and Methodological Materials in the Field of Forensic Examination was held
On February 10, the presentation of nine new scientific-methodological materials prepared in the field of forensic examination was held within the framework of cooperation between the Forensic Examination Center of the Ministry of Justice of the Republic of Azerbaijan and the Institute of Law and Human Rights.
The Head of Forensic Examination Center of the Ministry of Justice, Elshan Albandov, and the Chairman of the Board of the Institute of Law and Human Rights, Mahammad Guluzade, delivered speeches at the event.
They emphasized the importance of applying modern scientific and methodological approaches in the field of forensic examination, improving the regulatory framework, and integrating scientific achievements into practical activities from the perspective of legal system development. They also noted that strengthening cooperation between law enforcement agencies, scientific research institutions, and higher education institutions makes a significant contribution to the development of this particular field.
The publications presented cover forensic ballistics and forensic portrait examinations; forensic examination of audio and video recordings; methodologies for fire and drugs-related investigations, a training program for private forensic experts; informational booklets and methodological recommendations on expert prevention; as well as Issues 69 and 70 of the collection of scientific papers on the topics of “Current Issues of Forensic Examination, Criminalistics and Criminology”.
Following the presentations, participants exchanged views on the practical application of methodological approaches and the development prospects of the field of forensics.
During the discussions, it was noted that the “2026–2030 Concept for the Development of Forensic Examination in the Republic of Azerbaijan” approved by the Decree of the President of the Republic of Azerbaijan dated December 11, 2025, is the first comprehensive regulatory document in the field of forensic examination and serves as a clear example of the state's attention to this area.
The event was attended by representatives of the Ministry of Justice, the Prosecutor General's Office, the Judicial-Legal Council, the Supreme Court, the Ministry of Internal Affairs, the Ministry of Health, the Bar Association, as well as the Forensic Examination Center of the Nakhchivan Autonomous Republic, the Public Council under the Ministry of Justice, as well as professors and teaching staff of departments specialized in law and criminology of a number of higher education institutions, lawyers and legal professionals.
