Training Session on ‘The Right to Liberty and Personal Security’ Conducted at the Nizami District Police Department
‘The right to personal freedom ensures every individual’s ability to live in safety and equality. Any restriction of freedom must be based on lawful principles, and no violations of this right are acceptable’. These principles were articulated on December 25, 2024, during a training session organized by the Institute of Law and Human Rights in collaboration with the Ministry of Internal Affairs (MIA) at the Nizami District Police Department.
The training session, dedicated to Article 5 of the European Convention on Human Rights (ECHR), which protects the right to liberty and personal security, was designed to enhance the professional competencies of investigators and inquiry officers, support their personal and professional growth, and expand their legal understanding.
In his opening remarks, Lieutenant colonel Sabuhi Gasimov, Senior Investigator for Special Cases at the Main Investigation and Inquiry Department of the MIA, emphasized the significance of the training session. He noted that the Institute’s initiative was aimed not only at increasing the legal proficiency of police officers but also at fostering the professional development of legal practitioners.
Moreover, Lieutenant colonel Gasimov described the session as a crucial step toward advancing the principles of law and justice.
The training session addressed several key themes, including the legal framework governing liberty and personal security, the right to live in safety and equality, the enhancement of investigative and inquiry skills, a review of the European Court of Human Rights’ 20-year jurisprudence, frequent violations identified in judgments involving Azerbaijan, and the application of ethical standards.
The session featured substantial presentations by Mrs.Vusala Muradkhanli, Head of Department at the Institute of Law and Human Rights, along with expert trainers Hamlet Babayev and Heydar Hasan oghlu Aliyev.
Participants were provided with not only theoretical insights but also practical guidance on issues they may encounter in their professional duties. The training session concluded with group exercises on case studies, fostering dynamic discussions and the generation of insightful proposals. At the conclusion of the program, certificates were awarded to 20 police officers, recognizing their successful participation.
