Training on "Right to liberty and security" was held in Gabala District Police Department

On June 7, trainers-experts of the Institute of Law and Human Rights conducted a training for the investigators and inspectors of Gabala District Police Department of the Ministry of Internal Affairs of the Republic of Azerbaijan.

The training covered the topics of application of the provisions on the "right to liberty and security" enshrined in Article 5 of the European Convention on Human Rights.

Opening the training with an introductory speech, investigator of the Chief Investigation and Inspection Department of the Ministry of Internal Affairs, police captain, Vugar Amirov welcomed the guests and said that he highly appreciated the initiatives of the Institute related with these trainings and stressed that the governmental entity represented by him would be always open to cooperation.

Uzeyir Mammadov, the deputy chairman of the Institute's Board of Directors, informed the participants about the Institute's activities and emphasized the contribution of the upcoming trainings to the work of investigators and inspectors.

Vafaddin Ibayev, a legal expert of the Institute, gave a speech, "Azerbaijani justice in the 20-year perspective of the European Court of Human Rights. Restriction of the right to liberty and security". He also presented information on the statistics of the recognition of violations under Article 5 in the decisions of the European Court of Human Rights regarding Azerbaijan, the main characteristics of positive and negative obligations, the importance of amendments in legislation and judicial practice in ensuring the right to liberty and current issues in practice.

At the end, the participants were divided into case-solving groups and made an extensive exchange of ideas on the topics related with Article 5. The participants were given an opportunity of evaluating the training.  13 police officers were presented with certificates.
