Online Platform (PASS) established for collecting proposals on practical implementation of legislation

The Institute of Law and Human Rights (Institute) has introduced the PASS platform, designed to gather insights pertaining to the practical implementation of legislation. The primary objective of the platform is to safeguard human rights in the application of laws, enhance transparency, identify instances conducive to corruption, and contribute to the improvement of legislative implementation practices. This platform enables both legal professionals and the general public to report gaps and issues related to the enforcement of specific laws or acts on a unified platform.

The legislative system encompasses over 54,000 normative legal acts (including more than 6,000 laws and over 8,000 decrees of the President of the Republic of Azerbaijan), normative acts, and non-normative legal acts (including over 15,000 orders of the President of the Republic of Azerbaijan and over 3,000 orders of the Cabinet of Ministers). However, when encountering gaps and issues in the practical application of laws or other legal acts, lawyers and other citizens previously lacked a centralized entity to report these matters.

Now, individuals can report issues and submit proposals pertaining to the implementation of legislation on the PASS platform, which operates in a ‘bulletin board’ format. Other users can subsequently add their comments.

No special registration is required to submit remarks and proposals. You can choose to submit them anonymously if you prefer. The Institute will compile, scientifically analyze, and submit comments and proposals to the pertinent authorities in summary form every quarter.

The PASS platform will serve as a tool for conducting ‘public opinion research’, as envisaged by the Law ‘On Public Participation’. Simultaneously, legal professionals will be able to monitor the practice of law application on various issues and adjust their activities accordingly.
