Report on the results of 2018

In the reporting year, the Institute held many events in 2018 to implement the relevant points of the National Action Program.
Thus, in 2018, was examined the Act “on the Rights of Persons with Disabilities”, “On Amendments to the Urban Planning and Construction Code” of the Republic of Azerbaijan, On “Joining the Moroccan Agreement on Facilitating Access to Persons with Disabilities Reading”, “Damaged or Visually Impaired”, Act "On Employment", “On Amendments to the Customs Code” of the Azerbaijan Republic, “On Amendments to the Law of the Azerbaijan Republic on Food Products”, opinions and proposals were put forward on the draft Law of the Republic of Azerbaijan “On labor pensions”.
On January 18, 2018 of the reporting year, the Institute of Law and Human Rights of ANAS hosted events dedicated to the 20th anniversary of the events of January 20 and February 25, 2018, the 26th anniversary of the Khojaly genocide, as well as a round table on the opening ceremony of the section entitled “Rights of Persons with Disabilities” 26 January, and then on May 3, 2018, the Republican scientific-theoretical conference "Modern theoretical and practical approaches to the protection of human rights and freedoms in the XXI century", dedicated to the 95th anniversary of the national leader of the Azerbaijani people Heydar Aliyev, organized by the Constitutional Court of the Republic of Azerbaijan, the Institute of Law and Rights people of ANAS and the Association of Lawyers of the Black Sea and the Caspian region.
March 29, 2018 at the Institute of Law and Human Rights of ANAS, the next presentation “E-government in the judicial system: a scientific and practical approach” was held. The presentation took place in connection with the award of the project "Pulse of the court - a revolution in management" at the competition of the Council of Europe "Crystal Scales of Justice".
On May 18, 2018, the final presentation of the project “Support for solving problems of refugees, IDPs, war victims, disabled people and people with disabilities, detainees and their family members” was held, and on September 21, “Investigation of the violated rights of hostages taken during the of the Azerbaijani Nagorno-Karabakh conflict. "
On October 8, the international conference “International Terrorism and the Fight against It in Modern Conditions” was held, on November 29 by the Embassy of the Republic of Azerbaijan in Georgia, Sukhumi State University and the Museum of Culture named of M.F. Akhundov organized the presentation of the book “Outlined Paradise”, translated by the professor, Ph.D., Rovshan Mustafayev into Georgian. It should be noted that the Institute of Law and Human Rights of ANAS and the Ministry of Foreign Affairs of the Republic of Azerbaijan jointly with the Azerbaijani Agency for International Development Assistance (AIDA) implement the "Exchange Program invited scientists" to conduct research on Azerbaijan and the Caspian Sea region.
The goal of the program is to convey to the world community the truth about Azerbaijan, to provide accurate and complete information about the truths of Azerbaijan through foreign scientists. During the reporting period, the institute continued the study of 1 direction, 6 tasks, 12 topics, 16 jobs and 10 stages.
The institute employs 118 people, of whom 91 are scientific researchers, 28 are PhDs in philosophy and 18 are doctors of science. Training is carried out by doctoral studies and a degree program for a Ph.D. and doctors of science . At the moment, 14 full-time, 2 part-time doctoral students, and 33 candidates for a degree are being educated in the degree of Ph.D. Meanwhile, 20 people are working independently on their dissertation on the doctoral program.
In accordance with the agreements signed with the Baku State University, the Academy of Public Administration at the University of Azerbaijan and the Azerbaijan University of Languages in 2018, 112 undergraduate students, 25 masters and 26 teachers from the law and international relations departments of these universities were sent for research practice. It should be noted that on May 23, 2018, Director of the Institute of Law and Human Rights of ANAS, Doctor of Law, Professor, MP Aytan Mustafazade awarded on February 13, 2018 the Medal of Honor of the Milli Majlis of the Azerbaijan Republic. A. Mustafazade was awarded the title of Honorary Professor of the Institute of Legal Studies and Regional Integration of the G.V. Plekhanov Russian Economic University.
February 13, 2018 G.V. Plekhanov Institute of Legal Studies and Regional Integration of the Russian Academy of Sciences and the Institute of Law and Human Rights of ANAS established international relations that promote the development of bilateral cooperation, as well as for their exceptional activities in achieving joint scientific achievements. Professor Rashad Gurbanov was awarded the honorary title of Honorary Professor at the Institute of Law and Human Rights, and on December 20, 2018 in research centers of several countries, in research in various areas of law, for creating for the judicial system of the Republic of Azerbaijan such important systems as electronic court ", for making a historic contribution to the relations between Azerbaijan and the Council of Europe and the achievements made in this area, the head of the International Law Department of the Institute, professor, Doctor of Laws, Ramin Gurbanov was awarded the Rovshan Mustafayev International Foundation with a medal and diploma “Prof. R. Mustafayev.
In the reporting year, the books of many employees of the Institute were published. Among them is the book of F.Ismaylov “Damage to historical and cultural monuments in the occupied territories of Azerbaijan” (Russian and French) and a similar catalogue, as well as a book by A. Aslamov “Agafangel“ Patmutyun Guyots ”or a clash of Armenian historiography”, a book by A. Mustafazade “Problems employment of persons with disabilities ", Ph.D.in ph. R.Agasiyeva "The legal status of foreigners and stateless persons in the Republic of Azerbaijan", Doctor of Laws, A.Guliyeva "Historical aspects of sociological jurisprudence", collections of prof. M. Imanli “Crimes against property” and “Criminal law”, collections of articles and theses of doctoral students and dissertationists “Towards an understanding of themselves and the world”, book by Professor Doctor of Law, N. Jafarli "Comparative Law", a monograph "Fundamentals of operational and investigative activities (scientific and theoretical, legal foundations and practical aspects)", written by Ph.D., Associate Professor B.Aliyev with the authors, D.Ph., Ramina Kurbanov “Labor Law for Bachelors, Academic Course”, and also the textbook “Medical Law” prepared in collaboration with A. Mustafazade and Z. Aslanov was published.
It should be noted that on February 21, 2018 the Institute of Law and Human Rights of ANAS held a conference “Medical Law - a new area of legal science in Azerbaijan”, after the publication of the textbook “Medical Law”, on November 29, the Medical University signed a Memorandum of Understanding on a new area of legal science - the right to include medical law in the student’s curriculum.
We bring to the notice that next year medical law for medical students will be taught medical law as a subject.
İn addition, during the reporting period, the Institute of Law and Human Rights published 164 works, of which 7 books, 8 monographs, 127 articles and 33 theses. Abroad published 21 articles and 4 dissertations. Three articles on the section were published in the journal with the impact factor.
