The Institute of Law and Human Rights was established by the decision of the Presidium of the National Academy of Sciences of Azerbaijan (ANAS) dated May 26, 1999, on the basis of the Decree of the President of the Republic of Azerbaijan dated November 30, 1998 “On the establishment of the Research Institute of Human Rights”.
From 1999 to May 2022, the Institute operated within the structure of the National Academy of Sciences of Azerbaijan. By the Decree of the President of the Republic of Azerbaijan dated May 26, 2016, the name of the Institute of Human Rights was changed, and since then it has been called the Institute of Law and Human Rights.
By the Decree of the President of the Republic of Azerbaijan dated May 19, 2022, the Institute was withdrawn from the ANAS and reorganized. Currently, the Institute of Law and Human Rights operates under the Center for Legal Expertise and Legislative Initiatives as a public legal entity.
