A training session conducted for investigators and inspectors of Khatai District Police Department

On June 21, trainers from the Institute of Law and Human Rights conducted a training session on the topic “Right to liberty and security” stipulated in Article 5 of the European Convention of Human Rights (ECHR) for the investigators and inspectors of the Khatai District Police Department of the Ministry of Internal Affairs of the Republic of Azerbaijan.

Police Lieutenant Colonel Khidir Khidirov, Head of the Investigation Department at the Khatai District Police Department, highly appreciated Institute’s project recognizing its valuable contribution to enhancing the professional development of police officers.

Vusala Muradkhanli, Head of the Institute’s Human Rights Training and Expertise Department, moderated a training session where trainer-expert Hamlet Babayev delivered a presentation on “Article 5 of the ECHR and the duties of the state. Limitation of the right to liberty and security. The most recognized violations in the decisions issued against Azerbaijan under Article 5 of the ECHRH”.

During the event trainers explained the importance of changes in legislation and judicial practice in ensuring the right to liberty, problems existing in practice, recommendations related to their solution, proposals for changes in legislation, violations found in relation to the right to liberty and security.

The presentations covered the topics of Article 5 of the ECHR: Violation of the right to liberty and security and the duties of the state outlined in this article.

During the training, participants engaged in group work on 2 case assignments on the topics of “Detention as a suspect and selection of remand detention” and “Appeals to extend the period of detention” and the trainers answered questions raised by the attendees. Certificates were awarded to the 20 investigators and inspectors who demonstrated active participation throughout the training.
