Anar Rovshan Mustafayev was born on September 15, 1978.

He studied at the University of Architecture and Construction in 1995-1999.

In 2005-2007, he graduated from the Master degree in “Finance”  of the University of Economics.

In 1996, he worked as an administrator-programmer in the “Вышка” newspaper, in 1997 worked as a graphic designer in the “Express” newspaper, and from 2002 he worked as an IT manager and Head of department  at the Institute of Law and Human Rights. Since 2023, he has been working as the Head of the Information Technology Department of the Institute of Law and Human Rights, a public legal entity.

He is a specialist with 23 years of professional experience in the IT field.

He speaks  Azerbaijani, English, Russian and Turkish languages fluently.

He is married and has 3 children.

The department of Information Technology has 3 employees.

Activities of the department:

·        Ensures the creation and improvement of a single computer network of the institute, information and software;

·        Regulates the activities of the official website of the Institute, e-mail addresses, adapts the software to the requirements of international standards;

·        Carries out activities related to ensuring information security;

·        Carries out its activities in other areas defined by legislation.
