Gulnaz Alasgarova Rafail gizi was born on March 1, 1990 in Baku. From 2006 to 2010, she studied international law at the Faculty of International Law and International Relations of Baku State University (BSU). In 2012, she completed her master's degree in human rights from the Faculty of Law at BSU. In 2017, she was awarded a Doctor of Philosophy in Law, and in 2019, she was promoted to Associate Professor. Additionally, she served as a national consultant for projects of the UN Development Program and the Council of Europe.

From 2012 to 2019, G.Alasgarova held various positions at the Faculty of Law of BSU, including administrative assistant, teacher, and deputy dean for international relations. In 2020-2023, she worked as a lawyer at the National Anti-Doping Agency of Azerbaijan.

G.Alasgarova started working at the Institute of Law and Human Rights in 2023. From April to December of the same year, she worked as a monitoring specialist in the Human Rights Training and Expertise Department of the Institute, and as a legal researcher in the Legal Research Department from 2024. Currently, she serves as the acting head of the Legal Research Department of the Institute.

 

 

 

The Department operates in the following areas:

 To carry out fundamental and applied scientific researches in particular areas of Law, including human rights and freedoms, and to prepare scientific and practical recommendations;

 To participate in the development and improvement of legislation;

 To participate in the assessment of the impact of normative legal regulation;

 To participate in the process of raising public legal literacy;

 To contribute to the development of legal education;

 To analyse and summarize the decisions and reports of international human rights institutions and international non-governmental organizations related with Azerbaijan.
