Department of Legal Studies

Aygun Arif qizi Arifli was born in 1989 in Baku, Azerbaijan.
From 2007 to 2011, A. Arifli studied at the faculty of Law at Baku State University. Between 2021 and 2023, she continued education at the Azerbaijan State University of Economics and received a master's degree in Risk Management within the MBA program. In 2024, she completed online courses on “International Women's Health and Human Rights” from Stanford University and “Child Protection: Children's Rights in Theory and Practice” from Harvard University.
In 2011-2013, Aygun Arifli worked as a Lawyer at MR Holding. She served as a Leading Specialist in the Legal Support Department of the Central Office of the Presidium of ANAS from 2013 to 2014. In 2014-2015, she worked as the Deputy Head of the Applications and Complaints Department of the Legal and Personnel Department, and in 2015-2021, she led Legislative Support Department of the Legal and Personnel Department.
Aygun Arifli currently serves as the Acting Head of the Legal Studies Department of the “Institute of Law and Human Rights”, public legal entity.
Ms. Arifli speaks Azerbaijani, Russian, and English languages fluently.
Department of Legal Studies has 11 employees.
The Department operates in the following areas:
• To carry out fundamental and applied scientific researches in particular areas of Law, including human rights and freedoms, and to prepare scientific and practical recommendations;
• To participate in the development and improvement of legislation;
• To participate in the assessment of the impact of normative legal regulation;
• To participate in the process of raising public legal literacy;
• To contribute to the development of legal education;
•To analyse and summarize the decisions and reports of international human rights institutions and international non-governmental organizations related with Azerbaijan.
