Isamaddin Khamoyev was born on January 27, 1975. In 2000, he graduated from the Faculty of Law of Azerbaijan International University.

During 2000-2021 he worked in the below given positions:

In 2000-2003 - a lawyer at the Baku International Trade Sea Port

In 2003-2013 - the head of the Legal Department, of the International Trade Sea Port

In 2013-2014 - the head of the Transport and Technical Support Department under the State Maritime Administration

In 2014-2015 – the deputy director of the Maritime Swimming Safety Center under the State Maritime Administration

In 2015-2018, director of the Maritime Swimming Safety Center under the State Maritime Administration

In 2018-2021, Deputy Chairman of the Board of the Center of “Maritime Swimming Safety” public legal entity under the State Maritime Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan.

By the decision of the Board of the State Maritime Administration, he was awarded with the “Honorary employee of the Navy” badge and with the “Progress” medal for his services in the development of maritime transport in Azerbaijan by the Decree of the President of the Republic of Azerbaijan.

Currently, he is the head of the Department of Legal Support and Human Resources of the Institute of Law and Human Rights.

He is fluent in Azerbaijani, Russian and Turkish languages.

He is married and has two children.

Department of Legal Support and Human Resources has 4 employees.

 

The department operates in the following directions:

 

·        To ensure the preparation and examination of legal documents related to the activity of the Institute;

·        To ensure the protection of legal and legislative interests of the Institute;

·        To ensure organization and improvement of human resources activities and regulation of labor relations;

·        To perform methodical and practical management of human resources activities within the structure of the Institute;

·        To oversee employees’ compliance with labor discipline;

·        To carry out internal rulemaking activities in the relevant field;
