Igrar Jafar Mammadli was born on June 20, 1962.

In 1990-1992 he worked in the independent press. From 1992 to 2006, he worked as a correspondent of the Parliament Department of the “Azerbaijan” newspaper, which is the  press organ of the Milli Majlis. From 2006 to 2022, he worked as a senior researcher and editor-in-chief at the Research Institute of Human Rights (later the Institute of Law and Human Rights) of the Azerbaijan National Academy of Sciences.

He is a specialist with 33 years of expirience in editing of publications related to  various fields of science. Since 2023 he has been working as the Head of Editorial and Publishing department of the Institute of Law and Human Rights, public legal entity.

He speaks Azerbaijani, Russian, Turkish languages fluently.

He is married and has 3 children.

Editing and Publishing department has 7 employees.

Activities of the department:

·         Establishes its activities in accordance with the requirements of the Law of the Republic of Azerbaijan “On Publishing”;

·         Provides organizational, creative, production and economic activities with legal entities and individuals involved in the preparation, production and distribution of printed materials;

·         Makes abbreviations and corrections in translations and author's texts following the copyright protection rules;

·         Ensures the issuance of special bulletins and other publications in accordance with the Charter of the Institute;

·         Participates in legal education activities;

·         Provides information on the release of printed publications through using digital technologies.
