Hamlet Babayev Akif oghlu was born on August 13, 1977, in Baku. In 1998, he graduated from the Faculty of International Law and International Relations of Baku State University with a degree in law and earned his master’s degree in 2000.

 

He served in the internal affairs bodies of the Republic of Azerbaijan from March 1999 to March 2022. He held the position of Deputy Head of Department at the National Central Bureau of Interpol in the Republic of Azerbaijan. Mr. Babayev is currently a retired police colonel.

 

Between March 2022 and November 2023, he continued his work as a lawyer at “MG Consulting” LLC.

 

Since December 2023, he has been working as a trainer-expert in the Human Rights Training and Expertise Department of the “Institute of Law and Human Rights” public legal entity.  Currently, he is the head of the Human Rights Training and Expertise Department of the Institute.

 

Mr. Babayev is the author of various scholarly articles and is fluent in Russian and English.

He is married and has two children.

 

Human Rights Training and Expertise Department has 7 employees.

 

     Activities of the department:

 

·          Participates in legal education activities;

·        Assists in providing scientific and practical support for the activities of the Center within the frames of its profile;

·         Participates in the development of knowledge, skills and competencies of employees of state bodies (institutions);

·       Participates in the formation of socio-political opinion and legal consciousness in the Republic of Azerbaijan;

·         Studies and promotes the experience of application of international mechanisms for the protection of human rights;

·         Organizes events to analyze the decisions of international non-governmental organizations regarding Azerbaijan in the field of human rights protection;

·          Organizes and conducts training on human rights for law students;

·         Helps graduate lawyers to acquire practical skills on the basis of an internship;

·         Organizes distance trainings in the field of human rights using modern digital technological solutions.
