Ilgar Farrukh Aghasiyev was born on April 1, 1972.
Mr. Aghasiyev is an international development professional with more than 25 years of experience in issue-based advocacy, grants management, civic engagement, building capacity of governmental institutions and NGOs, youth and women economic empowerment, refugee and IDP assistance, organization of training programs for personal development and career building, government-CSO engagement and local governance related programs.
In 2010-2020, he worked as an authorized country representative of the well-known international organization Counterpart International in Azerbaijan. Mr. Aghasiyev directly led the “Women's Participation Program” funded by USAID and supported by the State Committee for Family, Women and Children Affairs, the State Agency for Public Service and Social Innovation under the President of the Republic of Azerbaijan (ASAN Service) and ADA University.
He was responsible for the implementation of the company's Corporate Social Responsibility Program as a government and public relations officer for the Representative Office of the ExxonMobil Oil Corporation in Azerbaijan.
He participated in the implementation of humanitarian programs in Afghanistan, Yemen, Sudan and other countries. Since 2023, I. Aghasiyev has been working as the Head of Communications and International Relations Department of the Institute of Law and Human Rights, a public legal entity.
He speaks Azerbaijani, English, Russian and Turkish languages fluently.
He is married and has 2 children.

· Establishment and development relationships with international, foreign and domestic media;
· Regulation of activities in the field of social media;
· Creation and regulation of fundraising service;
