Jeyhun Yasinali oghlu Garajayev, SJD

Jeyhun Yasinali oghlu Garajayev was born on 20 June 1965 in Baku.

From 1987 to 1993, he studied law at the Faculty of Law of Baku State University. Between 1994 and 1997, he pursued his postgraduate studies at the Odessa State Law Academy (OSLA). In March 1998, he defended his PhD dissertation entitled “Constitutional Rights and Freedoms in the Commonwealth of Independent States and International Legal Standards: The Experience of Ukraine, Russia and Azerbaijan”.

From 2003 to 2006, he undertook doctoral studies at OSLA on the topic “The Limits of Lawful Restriction of Human Rights in Ensuring National Security”. In 2017, he defended his dissertation for the degree of Doctor of Juridical Sciences on “The Constitutional Court of the Republic of Azerbaijan: Theory and Practice.” By decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan dated 13 July 2018, he was awarded the degree of Doctor of Juridical Sciences.

Since 2019, he has been a member of the Expert Council on Legal Sciences under the Higher Attestation Commission under the President of the Republic of Azerbaijan.

Following his military service in 1982-1983 and 1985, he served as a courtroom secretary at the Baku City Court. From 1986 to 1989, he worked in the internal affairs bodies of the Odessa region of the USSR as a police officer.

From 1997 to 1999, he served as a senior lecturer at the Department of Constitutional Law of the Odessa National Law Academy. Between 1999 and 2006, he headed the Department of Constitutional Law at Azerbaijan University. From 2000 to 2008, he held the position of associate professor at the Department of Constitutional Law and Legal Theory of the National Security Academy of the Republic of Azerbaijan. From 2006 to 2008, he worked as an expert for the Permanent Committee on Legal Policy of the Milli Majlis (Parliament) of the Republic of Azerbaijan.

From 2008 to 2010, he served as Deputy Head of the Department of State-Building, and Administrative and Military Legislation of the Apparatus of the Milli Majlis of the Republic of Azerbaijan. From 1999 to 2016, he was an associate professor at the Department of Constitutional Law at Baku State University and, since 2017, has been a professor at the same department.

From 2010 to 2025, he served as a judge of the Constitutional Court of the Republic of Azerbaijan.

Since 2016, he has been an independent expert of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), with a mandate extending until 2028.

He was awarded the ‘Taraggi’ Medal (10 July 2018); the ‘100th Anniversary of the Azerbaijan Democratic Republic’ Medal (27 May 2019); the ‘Heydar Aliyev’s 100th Anniversary (1923-2023)’ Medal (2 February 2024); and the 3rd Degree Order ‘For Service to the Fatherland’ (13 July 2023).

He is the author of more than 140 scholarly publications on constitutional law and human rights in Azerbaijan, as well as in Ukraine, Russia, Germany, and other countries.
