Musa Humbatov

Musa Humbatov was born on June 29, 1957. He graduated from the Aghsu District Secondary School No.1 in 1974. In 1975, he began to work as a laboratory assistant at the Institute of Cybernetics of the Academy of Sciences of the Azerbaijan SSR.

In March 1978, he was appointed as a warden in detention facility of Penitentiary Institutions of Unit No. 1 of the Ministry of Internal Affairs of the Azerbaijan SSR. By the direction of the Ministry of Internal Affairs of the Azerbaijan SSR, he studied at the Ryazan Higher School of the Ministry of Internal Affairs of the USSR from 1980 to 1984. He graduated with honors from the Faculty of Law of the same higher educational institution, received the degree of lawyer, and was awarded the special rank of first officer - lieutenant of internal service.

In 1984, M. Humbatov was appointed as an operational commissioner in the division of detention facilities and prisons of the unit of Penitentiary institutions of the Ministry of Internal Affairs of Azerbaijan. Shortly thereafter he was promoted to the positions of the head of the division and a head of the department of the same unit.

Since 1993, he has served as the Chief of Staff of the Directorate General of the Execution of Court Decisions of the Ministry of Justice, and since 2008, as the Head of the Organizational and Supervisory Division of the Penitentiary Service. By the Decree of the President of the Republic of Azerbaijan dated February 10, 2017, he was appointed Deputy Head of the newly established Probation Service of the Ministry of Justice and worked in that position until July 2022. Upon reaching the age limit, he retired with the rank of Chief Justice Advisor

From 2000 to 2015, he served as a teacher at the Department of Criminal Law and Criminology of the Faculty of Law of Baku State University, as well as at the Academy of Justice under the Ministry of Justice. He is the author of the first textbook dedicated to the execution of sentences in Azerbaijan - “Punishment and its execution” (1999). During the years 1996-2024, M. Humbatov was the author or co-author of a total of 14 books, textbooks and monographs, and about 50 scientific articles published in Azerbaijan and other countries in the fields of criminal and penal law.

Throughout his career, he received numerous awards from the Ministry of Internal Affairs and Ministry of Justice for his distinguished service, was granted three early promotions to the next special rank ahead of schedule, and in 2008 was awarded the “Honorary Justice Worker” badge.

In addition, M.Humbatov was honored with several state awards - medals “For impeccable service in the internal affairs bodies”, “For distinction in civil service”, “100th anniversary of Azerbaijani justice (1918-2018)”.
