Migration issues, including labor migration, are reflected in the main legal documents in the field of cooperation between the European Union and the Republic of Azerbaijan. Partnership and Cooperation Agreement (PCA) forms the foundation of relations between the Republic of Azerbaijan (AR) and the European Union (EU). This document was signed in Luxembourg on April 22, 1996 and entered into force on July 1, 1999. The resolution on the inclusion of the Republic of Azerbaijan in the European Neighborhood Policy (ENP) was adopted by the EU on June 14, 2004. The Eastern Partnership is one of the important projects of the European Union, the main goal of which is to develop integration relations between the EU and six post-Soviet countries, including Azerbaijan. The project is considered a kind of regional (Eastern) dimension of the European Neighborhood Policy.
