Our employee represented the Institute at the public meeting named “Measuring Information Transparency in the Governmental Institutions”

On July 5, within the framework of the initiative  named “Measuring Information Transparency in the Governmental Institutions” there was held a public presentation of  the final monitoring report for the period from January 1 to March 31, 2023.

The report was presented by the project manager, lawyer Alasgar Mammadli and the head of the monitoring group Nasimi Mammadli.  Ambassador of the United Kingdom of Great Britain and Northern Ireland to our country Fergus Auld, representatives of local NGOs and representatives from various governmental institutions also took part at the event.

Our Institute was represented by the head of the Communications and International Relations department, Ilgar Aghasiyev.

In the presentation of the report, it was indicated that in accordance with the law the monitoring was carried out on the basis of information of the official websites of 151 state institutions and legal entities (14 state institutions, 17 ministries, 7 committees, 19 state services, 30 agencies, 20 open joint-stock companies (JSC) and closed joint stock companies (CJSC), 28 funds, 16 companies, offices, centers, LLCs, commissions, institutions and other agencies).

At the meeting it was noted that the state  of e-services provided by government agencies, the quantity and quality of information and services were analyzed and carefully examined in accordance with  13 parameters and 59 evaluation criteria, and . For this purpose, 10,562 information blocks were accessed, and each of the 8,968 information blocks posted on official websites was individually analyzed in order to measure the state of online transparency in the official Internet resources of governmental institutions .

In addition, the real possibilities  of the integration of e-services of the governmental  institutions into a single information portal  were also thoroughly discussed. At the end the names of the top 10 governmental institutions which demonstrated the best results were presented to the public. The State Tax Service, the Small and Medium Business Development Agency (SMBDA), the State Customs Committee, the Ministry of Finance, the Ministry of Labor and Social Protection of the Population, the State Tourism Agency and others were among the mentioned institutions.
