A scientific-practical conference was held on “New approaches to ensuring and protecting human rights and freedoms in the globalized world”

A scientific and practical conference on the topic “New approaches to ensuring and protecting human rights and freedoms in a globalized world” was held with the joint organization of the Center for Legal Examination and Legislative Initiatives (The Center) and the Institute of Law and Human Rights (The Institute) on December 13, 2023. Samir Mahmudov, Executive Director of the Center, opened the conference with a welcome speech and noted that such important activities as preparing draft regulations and conducting legal examinations are effectively carried out by the Center.
Furthermore, Samir Mahmudov pointed out the mechanisms for conducting the legal examination of draft normative legal acts, and the requirements of lawmaking techniques, and also noted that a new guidebook in this field has been elaborated and trainings have been conducted for employees of government bodies (institutions) operating in the field of law-making activities and application of legal norms. At the same time, Samir Mahmudov mentioned that the Civil Code of several European countries was analyzed by the Center and the best experience of these documents will be used to improve the Civil Code of the Republic of Azerbaijan.
The Chairman of the Board, Mahammad Guluzade gave the event participants general information about the activities of the Institute. The Chairman also noted in his speech that the Institute is preparing potential specialists for the promotion of human rights and legal education of the wide public and conducting research in this particular field. Mahammad Guluzade emphasized that this year about 700 people, including employees of the prosecution and law-enforcement bodies, lawyers, judicial employees as well as young lawyers and law students, have been engaged in educational training on the protection of human rights and freedoms. The Chairman also noted that the Institute published 7 books this year, and the “Virtual Library of Law and Human Rights” created in May 2023 has gathered a wide readership with 300 books and 60 thousand downloads via the Internet.
At the conference, the head of the Department of Examination of Private Law of the Center, Samir Tagiyev made a speech on “Examination of normative legal acts”. The legal researcher of the Institute, Aygun Arifli, and trainer-expert of the Institute, Heydar Aliyev made presentations on such topics as “New approaches in human rights research” and “The factor of human rights in the examination of normative legal acts”.
The head of the department of the Faculty of Law of the Baku State University J.S.D Professor Amir Aliyev, J.S.D Turgay Huseynov, head of the Department of Law of the Academy of Public Administration under the President of the Republic of Azerbaijan J.S.D Professor Isakhan Veliyev, chairman of the “Eurasian Migration Initiatives Platform” Public Union, Azer Allahveranov, senior lecturer at the Academy of Justice of the Republic of Azerbaijan of the Ministry of Justice Nurana Ibadova and others made speeches and presentations during the discussion.
The participants of the conference made suggestions on the protection of the educational rights of minor migrant children, the abolition of the correspondence form of education in order to develop legal science, the importance of teaching practical knowledge in addition to theoretical knowledge in universities, as well as the study and examination of hate speech promoted in the media, and other important issues.
