Training on the Protection of Property Rights Held for Employees of the Khatai District Executive Authority

On June 19, the Institute of Law and Human Rights organized a training session entitled “Protection of Property Rights and the European Convention” for employees of the Khatai District Executive Authority.

Speaking at the event, Teymur Azizov, Head of the Legal and Human Resources Sector of the Khatai District Executive Authority, emphasized that the right to property plays a crucial role in ensuring human rights, strengthening the rule of law, and regulating social relations. He noted the importance of enhancing civil servants’ legal knowledge in this field and promoting their understanding of contemporary international legal standards.

Vafaddin Ibayev, Deputy Chairman of the Board of the Institute, provided information on the historical development of property rights, their evolution from Roman law into one of the fundamental human rights, and their significance within the international legal system. He further stated that no person may be deprived of their property without a court decision and that the expropriation of property for State or public needs is possible only upon the prior payment of fair compensation.

Hamlet Babayev, Head of Human Rights Training and Expertise Department at the Institute, and Orkhan Bashirli, trainer-expert at the Institute, delivered presentations on the mechanisms for the protection of property rights and the legal remedies available under national legislation.

During the practical session, participants engaged in group discussions based on hypothetical legal scenarios. Their questions were answered, and practical issues related to the protection of property rights were discussed in detail.
