Ali Rzayev was born in Nehram village of Babak region in 1943.In 1949-1959, he attended the secondary school in Nehram village, and, in 1959-1964, he studied at the Geological Exploration Faculty of the Azerbaijan State Institute of Oil and Chemistry.In 1966-1974, he worked as a geological technician, senior geological technician, geologist, senior geologist, head of the geological party at the Geology Department of the Council of Ministers of the Azerbaijan SSR, and, in 1974-1977, as the head of the Nakhchivan Geological Exploration Expedition.

In 1977-1980, he worked as deputy head, head of the Organization Department at the Nakhchivan Regional Committee of the Central Committee of the Communist Party of Azerbaijan.In 1980-1983, he studied at the postgraduate level of the Academy of Sciences under the Central Committee of the CPSU. In 1983-1985, he worked in the Central Committee of the CPSU of Azerbaijan, in 1985-1990, he worked as the first secretary in the Party Committee of the Jabrayil region of the CPSU of Azerbaijan, in 1990-1993, as the head of the Department at  the Control and Inspection Commission of the CP of Azerbaijan - a member of the Presidium, also, as a consultant and the deputy division chief in the Presidential Administration of Azerbaijan.He was a deputy of the Supreme Soviet of the tenth convocation of the Nakhchivan ASSR and the Council of People's Deputies of Ordubad region. In 1993-1995, he worked as the head of the representative office in Baku of the Japanese-Singapore Corporation Vandelli-Trading LTD.

Since 1995, he worked as a researcher, leading researcher and senior researcher at the Institute of Philosophy, Sociology and Law of ANAS, and, in 2009-2012, as a lecturer at the Academy of Public Administration under the President of the Republic of Azerbaijan. Since 2013, he has been working as a Professor at the Department of Constitutional Law of Baku State University. In 2016-2022, he worked as a senior researcher at the Institute of Law and Human Rights of ANAS. He is a member of the Expert Council on Legal Sciences of the Higher Attestation Commission under the President of the Republic of Azerbaijan.

He defended his PhD dissertation in 1983, and doctoral - in 2012. He is a Doctor of Law and the author of more than 80 scientific works.
