Recently, the Institute of Law and Human Rights has created a number of digital database systems and platforms for the purpose of developing legal culture, initiating legal awareness activities, as well as providing information to the public in a convenient and accessible manner.
The Institute of Law and Human Rights (Institute) has introduced the PASS platform, designed to gather insights pertaining to the practical implementation of legislation.
The Institute of Law and Human Rights launched a unified electronic database reflecting the publications, the teaching subjects, h-indexes, and other information of scholars and researchers in the legal science field.
On December 6, employees of our Institute Eldaniz Mekhraliyev and Araz Abdullasoy took part in a round table dedicated to the quarterly results of the project “Online Public Oversight Platform” www.enezaret.az
An article by Emin Dadashev, an employee of our Institute, entitled “The necessity of changing Article 12.5 of the Housing Code of the Republic of Azerbaijan” was included in the collection of materials of the republican scientific-practical conference “The role of Heydar Aliyev in the formation of the modern Azerbaijani state”. The article points out that the expression “premises” often used in housing law literature and in practice is ambiguous.
An article by Emin Dadashev, an employee of our Institute, “Realization of the right to housing”, was published in the collection of materials of the International Scientific Conference on the topic: “History of Science and Science Studies: Interdisciplinary Research”, held by the Institute of the History of Science of ANAS. The article points out that today the housing problem is one of the problems of socio-economic importance. According to Article 43 of the Constitution of the Republic of Azerbaijan dated November 12, 1995, entitled “The right to housing”, no one can be illegally deprived of housing.
A monograph by our colleague Vafa Mammadova entitled: “Legal Features of Corruption in Healthcare: International Practice and the Republic of Azerbaijan” was published. The monograph reveals the legal features of acts of a corrupt nature committed in the field of healthcare, examines international experience in the legal regulation of this issue and the practice that exists in the Republic of Azerbaijan.
On November 29, our staff members Idris Zakirov, Araz Abdullasoy, Mahammad Imanli and Afag Sadigova took part in the training “UN Human Rights Instruments and Mechanisms in the field of protecting the rights of migrants” on ZOOM platform organized with the financial support of the European Union. At the event participants discussed the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, as well as its implementation and application at the national level.
The Institute of Law and Human Rights was established by the decision of the Presidium of the National Academy of Sciences of Azerbaijan (ANAS) dated May 26, 1999, on the basis of the Decree of the President of the Republic of Azerbaijan dated November 30, 1998 “On the establishment of the Research Institute of Human Rights”. From 1999 to May 2022, the Institute operated within the structure of the National Academy of Sciences of Azerbaijan.
On November 29, Professor Ali Rzayev conducted training for the Institute's staff on the topic “The essence and problems of management”. At the trProfessor Ali Rzayev conducted training for the staff members of the Institutaining, the speaker outlined the essence, consistency and mechanism of management, analyzed its place and role in human life, in the public administration system - the state, the state apparatus and public service, in social, political and legal aspects.

On November 23, at the Institute of Law and Human Rights, Nadir Adilov, Chairman of the Board of the Mediation Council made a presentation on the topic “The Importance of Mediation Processes in the field of Human Rights Protection”. The Chairman of the Board of the Institute, Mahammad Guluzade, the Head of the Department for Human Rights and Public Relations of the Ministry of Justice of the Republic of Azerbaijan Ainur Sabitova, various mediation organizations and employees of the Institute participated in the presentation. The Chairman of the Board of the Institute M. Guluzade greeted the guests by opening the event and informed the participants about the main activities of the Institute, as well as about various legal trainings and educational events.
The journal “Juridical Sciences and Education” published an article by an employee of our Institute, Aydin Aliyev, on the topic: “Constitutional norms of direct action, providing accused with the right to defense, and their specification in the Criminal Procedure Code of the Republic of Azerbaijan”. The article is devoted to the study of constitutional norms of direct action that ensure the right of the accused to defense.
