Our employees took part in the FAO event

On October 31, the inaugural 2022 FAO Law Lecture Legal reflections on “Leave no one behind. Better production, better nutrition, a better environment & a better life” webinar dedicated to the World Food Day was held on the Zoom platform. FAO (Food and Agriculture Organization of the United Nations) is a specialized agency that leads international efforts to defeat hunger. The webinar organized by the institution was hosted by Philippe Sands, an international law expert who has worked as a counsel and advocate in many international courts and tribunals, Professor of Law, Director of the Center on International Courts and Tribunals at University College London, author of seventeen books on International law. The webinar discussed International law and food, International law and fisheries, the UN resolution on food law, the goals of the UN Food and Agriculture Organization, protecting human health and the environment, the impact of food production and consumption on climate change, as well as the impact of the Covid 19 virus on nutrition.

Held training on the HUDOC database

On November 1, at the Institute of Human Rights of Human Rights, our staff member Farid Alakbarov conducted training on the HUDOC database which provides access to the Case-Law of the European Court of Human Rights. The training participants were provided with the necessary information to work with the functional search sections of the HUDOC database, and were demonstrated visually the possibilities of practical search in the database. At the end of the training, were given answers to the questions of participants on the topic, as well as a brief discussion of main issues related to the current activities of the European Court of Human Rights.

Our employee participated in the online discussion on “Procedural safeguards in criminal proceedings”

On November 1, an employee of our Institute, Ilham Aliyev, participated in the online discussion on “Procedural safeguards in the criminal proceedings” within the framework of the project “Strengthening the role of non-governmental organizations in the process of judicial reforms” organized by the Max Planck Foundation for International Peace and Rule of Law (MPFPR), the Azerbaijan Law Society (ALS) and the financial support of the Federal Ministry of Foreign Affairs of Germany. At the event, the participants were given information on such existing opportunities within the framework of the projects of the European Union and the Council of Europe as trips to Europe for the judges; , participation in the training on the case law of European courts, getting access to electronic versions of court decisions to facilitate acquaintance with themthrough the Internet.

Head of the Institute of Law and Human Rights held a meeting with NGOs

On October 31, Chairman of the Board of the Institute of Law and Human Rights Mahammad Guluzade and staff of the Institute held an online meeting with local NGOs operating in the field of law and human rights in the Republic of Azerbaijan. At the meeting, M. Guluzade briefed NGO representatives on the areas specified in the Charter of the Institute, spoke about plans for the future, and also drew attention to the areas in which the Institute can cooperate with NGOs. The Chairman stated that the Institute performs such tasks as preparing scientific and practical recommendations and comments in various areas of law, including in the field of human rights, holding seminars and trainings in the field of legal education, preparing proposals for draft laws.

The head of the Institute took part in the event of the Council of Europe

On October 27, 2022, the Chairman of the Board of the Institute of Law and Human Rights, Mahammad Guluzade took part in a seminar on the topic “Risks of money laundering and terrorist financing in the non-profit sector”, organized by the Council of Europe Baku Office. The seminar was attended by representatives of the State Security Service, the Ministry of Justice, the Financial Monitoring Service, the State Committee on Religious Associations and representatives of local non-governmental organizations. Speaking at the event, Mahammad Guluzade informed the participants about the Institute and spoke about the measures implemented in Azerbaijan based on the FATF standards. He emphasized that the NGO sector is mainly funded by the state and poses little risk in terms of terrorist financing, as well as the importance of constantly monitoring the situation and preparing recommendations to address gaps in legislation.

The heads of the Center and the Institute took part in the event of the Bar Association

On October 28, 2022, the heads of the Center for Legal Expertise and Legislative Initiatives and the Institute of Law and Human Rights took part in an event organized by the Bar Association of the Republic of Azerbaijan. At the event, ICCA’s Guide to “The Interpretation of the 1958 New York Convention: a handbook for judges”was presented to the participants in Azerbaijani language. The event was attended by members of the Bar Association, members of the Parliament (Milli Majlis), employees of the Ministry of Justice and various government agencies, foreign experts, as well as lawyers and representatives of Media.

Meeting with FATF expert Ben Evens

On October 25, a meeting was held at the Institute of Law and Human Rights with Ben Evens, an expert from the Financial Action Task Force on Money Laundering (FATF). The expert provided extensive information about the history of the FATF organization, its development, the obligations of countries to this organization, the activities implemented and their significance. Mr. Evens also gave his recommendations on the effectiveness of the sanctions applied by the organization against countries included in the “gray” and “black” lists, and their implementation in the Republic of Azerbaijan, taking into account the progressive experience of foreign countries. Our staff exchanged views with an expert on the FATF activities and the fight against terrorism by NGOs.

The monograph of our employee “Karabakh victory: in the context of international law and historical realities” has been published.

The monograph “The Karabakh victory: in the Context of international law and historical realities” has been published by an employee of our Institute, Doctor of Law, Professor Mahammad Nagi oglu Imanli. The monograph is of great importance for present and future generations from the point of view of the history of the Karabakh problem, the problems faced by our people, a serious violation of international legal norms, and an accurate study of the international legal aspects of the conflict. The monograph talks about the importance of the joint Shusha Declaration on Alliance, signed by the leaders of Azerbaijan and Turkey, the significant role of the region for peace and tranquility in the future.
